Dhaka, Jan 30 (V7N) — The National Citizens Party (NCP), a partner in the 11-party electoral alliance, announced its election manifesto today, presenting 36 promises to voters ahead of the upcoming 13th National Assembly elections. The manifesto, titled ‘Manifesto of Youth and Dignity’, was unveiled at a hotel in Gulshan, Dhaka, in the presence of NCP convener Nahid Islam, party spokesperson and Central Election Steering Committee Chairman Asif Mahmud, and other top leaders.
The manifesto emphasizes addressing poverty, youth empowerment, and women’s rights, alongside pledges for national education reforms, healthcare, good governance, agriculture, sustainable development, and state sovereignty. Key promises include:

Establishing an independent commission to implement the July Charter and ensure accountability.

Ensuring exemplary trials for crimes against humanity committed during political unrest, including the July massacre, Shapla Chattar massacre, and BDR killings, and forming a Truth and Reconciliation Commission.

Creation of an independent investigation cell under the Human Rights Commission to prevent discrimination and oppression based on religion, ethnicity, or minority status.

Publishing the annual income and assets of public representatives and high-ranking officials on the ‘Hisab Dao’ portal.

Setting a national minimum wage at Tk 100 per hour, with mandatory work-safety insurance and pensions.

Creation of 1 crore jobs in five years, including support for women and youth entrepreneurs with tax-free funds and incentives.

Mandatory 6-month internships or thesis research at the graduate level to strengthen the link between higher education and employment.

Development of specialized healthcare zones for complex diseases, and implementation of ICU/CCU facilities in district hospitals.

Strengthening digital infrastructure for citizen services, including NID-based health records and a one-stop portal for passport and consular services.

Environmental and energy reforms, including 25% electricity from renewable sources and 40% electric vehicles in government procurement.

Enhancing national security with a reserve force twice the size of the regular army, a UAV (drone) brigade, and surface-to-air missile systems.

Initiatives for sustainable agriculture, food safety, disaster management, and humanitarian solutions for the Rohingya crisis.
Nahid Islam emphasized that the manifesto is designed to uplift vulnerable groups, ensure youth participation, and create a more transparent, accountable government. Asif Mahmud highlighted that the NCP aims to implement the July spirit and bring substantive reforms in governance and social welfare.
The NCP’s manifesto reflects a comprehensive approach covering governance, social justice, economic reform, youth and women empowerment, security, and foreign policy, seeking to offer voters a roadmap for the next parliamentary term.
