Dhaka, Sep 17 (V7N) – Vice-Chairman of the National Consensus Commission, Dr. Ali Riaz, said that decision-making on the implementation of the July Charter will be easier if political parties submit multiple suggestions. He made the remarks at the opening of discussions with political parties at the Foreign Service Academy in the capital on Wednesday.
Dr. Riaz expressed the commission’s goal to finalize the full implementation of the Charter by September 21, before the Chief Advisor departs for New York. He added that if an agreement is not reached, the decision-making process may extend beyond October 2.
He expressed optimism that political parties could overcome their differences regarding the referendum and constitutional order, reaching a consensus based on expert opinions.
Meanwhile, the commission’s expert panel has provided four recommended methods for implementing the Charter:

Executive order
-
Referendum
-
Special constitutional order
Initially, the expert panel had suggested a fifth method—seeking the Supreme Court’s opinion through an ordinance—but later excluded it after detailed discussion.
The expert panel includes retired Supreme Court Appellate Division Justice MA Matin, Dhaka University Law Faculty Dean Mohammad Ikramul Haque, Senior Advocate Dr. Sharif Bhuiyan, and Barrister Imran Siddique.
Dr. Riaz urged political parties to collaborate and submit their suggestions promptly to ensure the July Charter is implemented smoothly.
