Discrepancies between the regulations of the Fire Service and Civil Defence and the Rajdhani Unnayan Kartipakkha (Rajuk) regarding fire safety standards have left numerous buildings without adequate fire prevention measures. While the Fire Service defines high-rises as structures with more than six floors, Rajuk does not classify buildings with up to ten floors as high-rises, enabling approval without clearance from the Fire Service. Consequently, many buildings lack essential safety features such as fire exits and extinguishers.
Existing regulations dictate that buildings must adhere to specific fire safety measures based on their classification, considering factors like volume, population density, and height. While both entities agree on volume and population density considerations, defining high-rises remains contentious.
Investigations have revealed that several buildings up to the tenth floor lack emergency exits and proper fire extinguishers, posing serious safety risks to occupants. Residents express concerns about the lack of adherence to Fire Service regulations and the apparent disregard for fire safety by building owners.
Despite claims of compliance with Rajuk's regulations, building owners evade questions about Fire Service approval, highlighting inconsistencies in regulatory enforcement. The Fire Service emphasizes the necessity of emergency exits for buildings with more than six floors but admits to no discussions with Rajuk regarding alignment of high-rise definitions.
Globally recognized firefighting equipment is only effective up to the sixth floor, prompting the Fire Service's classification of high-rises. However, the Bangladesh National Building Code (BNBC) 2020, passed without Fire Service consultation, diverges from this classification, raising concerns about compromised safety standards.
Rajuk acknowledges the need for refining high-rise definitions through discussions with the Fire Service but reports no progress on the matter. Critics attribute the discrepancies to vested interests and advocate for coordination between Fire Service and Rajuk regulations to ensure proper fire safety measures in the city.
