Dhaka, Dec 15 (V7N) — The Bangladesh Nationalist Party (BNP) has submitted a comprehensive proposal for reforming the public administration, advocating for appointments and promotions based on professionalism rather than political affiliation. The proposal was presented by Ismail Zabiullah, a member of the party chairperson’s advisory council, to Mokhlesur Rahman, Senior Secretary of the Ministry of Public Administration, on Sunday.

The report outlines reforms to be implemented over three phases. Key proposals include:

Reinstating individuals who lost their jobs in the past 15 years.

Dismantling administrative syndicates.

Publishing a white paper on corruption within the administration.

Taking action against officials involved in irregularities during the last three elections.

The BNP also recommended creating skilled manpower in the administration, decentralizing power, and involving talented youth and experts in state-building. Long-term measures include reforms to the Public Service Commission (PSC), systematic career training, promotion mechanisms, and mandatory field orientation for public servants.

Senior Secretary Mokhlesur Rahman addressed journalists following the submission. He announced that a committee has been formed to introduce a dearness allowance for government employees, which will be rolled out in two phases. Pensioners will also be included in this scheme.

Rahman assured that the proposals would be reviewed thoroughly and aligned with ongoing efforts to improve governance and administrative efficiency.

The BNP’s initiative is part of its broader agenda to ensure transparency and professionalism in public administration, which it sees as essential for strengthening democratic institutions in Bangladesh.
