The National Economic Council (NEC) has approved a Taka 2.65 lakh crore Annual Development Programme (ADP) for the fiscal year FY25, prioritizing the transport and communication sector with an allocation of Taka 70,687.75 crore (26.67%).
 
The decision was made at an NEC meeting chaired by Prime Minister Sheikh Hasina at the NEC Conference Room in Sher-e-Bangla Nagar, Dhaka. Following the meeting, Planning Division Senior Secretary Satyajit Karmakar briefed reporters, stating that Taka 1,65,000 crore of the total ADP will come from local sources, with the remaining Taka 1 lakh crore from foreign sources. This year's ADP slightly exceeds the outgoing fiscal year's ADP of Taka 2.63 lakh crore.
 
Attending the briefing were Planning Minister Major General (Retd) Abdus Salam, State Minister for Planning Md Shahiduzzaman Sarker, Planning Commission members, and respective secretaries.
 
Additionally, the NEC approved Taka 13,288.91 crore for autonomous bodies and corporations, bringing the total ADP size to Taka 2,78,288.91 crore for FY25. This includes Taka 11,698.96 crore from local sources and Taka 1,589.95 crore from foreign sources.
 
The new ADP encompasses 1,321 projects, including 1,133 investment projects, 21 feasibility projects, 87 technical assistance projects, and 80 projects for autonomous bodies and corporations. Among these are 1,225 new projects, 80 PPP projects, and 300 projects funded by the climate change trust fund. A record 356 projects are expected to be completed by June 30 of this fiscal year.
 
The top 10 sectors in the ADP for FY25 are:
 

Transport and Communication: Taka 70,687.75 crore (26.67%)

Power and Energy: Taka 40,751.86 crore (15.38%)

Education: Taka 31,528.60 crore (11.36%)

Housing and Community Facilities: Taka 24,868.03 crore (9.38%)

Health: Taka 20,682.88 crore (7.80%)

Local Government and Rural Development: Taka 17,986.21 crore (6.79%)

Agriculture: Taka 13,219.59 crore (4.99%)

Environment, Climate Change, and Water Resources: Taka 11,089.43 crore (4.18%)

Industry and Economic Services: Taka 6,492.18 crore (2.45%)

Science and ICT: Taka 4,786.92 crore (1.25%)

These sectors account for Taka 2,42,093.45 crore, or 90.25% of the total allocation.

 

The highest allocated ministries and divisions are:
 

Local Government Division: Taka 38,808.88 crore (15%)

Road Transport and Highways Division: Taka 32,042.43 crore (12.39%)

Power Division: Taka 29,176.70 crore (11.28%)

Primary and Mass Education: Taka 16,135.52 crore (6.24%)

Health Services Division: Taka 13,741.33 crore (5.31%)

Ministry of Railways: Taka 13,725.64 crore (5.31%)

Ministry of Science and Technology: Taka 12,886.70 crore (4.98%)

Secondary and Higher Education Division: Taka 11,387.69 crore (4.40%)

Ministry of Shipping: Taka 10,373.45 crore (4.01%)

Ministry of Water Resources: Taka 8,687.09 crore (3.36%)

These ministries and divisions receive a combined allocation of Taka 1,86,965.43 crore, representing 71.88% of the total ADP allocation for ministries and divisions.
