New York, Sep 20 (V7N) - In a video message marking the release of the Final Report from the High-Level Advisory Body on Artificial Intelligence, Secretary-General António Guterres addressed the growing influence of generative AI and its implications for humanity. Reflecting on the launch of the Advisory Body last year, Guterres emphasized the dual potential of AI, citing its extraordinary benefits and the pressing need to address its immediate and long-term risks, especially concerning human rights.

The Secretary-General raised concerns about the concentration of AI power in a few countries and companies, underscoring the need for a globally inclusive approach to AI governance.

As the first international body of its kind, the High-Level Advisory Group was notable for its geographic diversity, gender balance, and inclusion of experts from governments, the private sector, civil society, and academia. Its mission was clear: to devise a governance framework that ensures AI benefits all of humanity, particularly marginalized groups that are often under-represented in technological advancements.

In a commendation of the Advisory Body's work, Guterres highlighted several key recommendations from the Final Report, including:

  • An International Scientific Panel on AI: To enhance shared understanding of AI’s capabilities, opportunities, and risks.
  • A Global Dialogue on AI Governance at the UN: To root AI governance in international norms and human rights principles.
  • A Global Fund on AI for the SDGs: Aimed at closing the AI divide and supporting sustainable development goals.
  • An AI Capacity Development Network: To strengthen AI expertise, particularly in developing nations.
  • A Standards Exchange: To ensure technical compatibility in AI systems.
  • A Global Data Framework: To support the development of local AI ecosystems.
  • A Dedicated AI Office at the United Nations: To assist in implementing these initiatives.

Guterres voiced his full support for the recommendations, describing them as a vital blueprint for constructing an inclusive, agile, and effective international AI governance framework. He thanked the Advisory Body for its dedication and urged all stakeholders, including Member States, to consider the proposals seriously, particularly as discussions continue at the upcoming Summit of the Future.

The Secretary-General framed this report not as the conclusion, but as a pivotal moment in the ongoing global effort to ensure AI serves the collective good of humanity. He called on governments and stakeholders to seize this moment with bold and decisive action.
