A strict security arrangement has been put in place at the Secretariat surrounding the employees’ protest program demanding the withdrawal of the Government Service (Amendment) Ordinance, 2025.
Although police and APBn personnel are normally responsible for security at the Secretariat, BGB and SWAT members have also been deployed.
On Tuesday at around 10am, such security arrangements were observed around the Secretariat area.
It is learned that for enhanced security at the Secretariat, police, APBNn, BGB, and SWAT personnel arrived from 8am onwards.
From 10:20am , RAB members also joined them.
RAB’s Deputy Assistant Director Md Sirajul Islam told Bangla Tribune: “Two RAB teams are patrolling for the security of the Secretariat. We are on standby as a striking force.”
Besides the main gate of the Secretariat, SWAT, police, and APBn members are also on alert at other gates. An armed vehicle of the SWAT is parked on the road opposite the main gate. Additionally, a police APC vehicle has also been spotted.
Tuesday marks the second consecutive day of protest by the "Anti-Discrimination Employees Unity Forum" demanding the cancellation of the Government Service (Amendment) Ordinance, 2025 along with various other demands. The program also brought renewed emphasis on the ban on meetings and assemblies by the Dhaka Metropolitan Police (DMP).
On Monday, the Ministry of Home Affairs announced that all types of visitors will be barred from entering the Secretariat on Tuesday. Law enforcement personnel are enforcing this directive.
Mohammad Sohrab, sub-inspector (SI) of police on duty at the Secretariat main gate, told Bangla Tribune: “Today (Tuesday), no one except Secretariat officials and employees will be allowed entry. Until further instructions, we will continue to perform our duties.”
Meanwhile, the Anti-Discrimination Employees Unity Forum said they have been carrying out a three-day program since Monday.Their announced programs include: continuing the ongoing movement of Secretariat officers and employees until their demands are met; holding discussions every day from 10am to 3pm with relevant advisers and secretaries through senior leaders; and submitting memorandums to the chief adviser and the respective offices demanding the removal of Cabinet Secretary Dr Sheikh Abdur Rashid and Public Administration Secretary Md Mokhlesur Rahman.
Protests by employees of various levels against the amendment to the government service law began at the Secretariat from Monday. This has practically affected the Secretariat’s normal operations on Tuesday.
Employee leader Nurul Islam told the media on Monday night that if a positive message is received from the government overnight, Tuesday’s program may be postponed; otherwise, the movement will continue.
The protesters said: “Our movement is not against the government, state, or advisers. Our movement is against the black law. The movement will continue until it is repealed.”
Last Thursday, following the approval of the advisory council, an ordinance was issued amending the government service law.
According to the amended ordinance, if government officials are disobedient, absent from work without leave, or obstruct others from performing their duties, it will be considered a punishable offense. Punishments include demotion, removal, or dismissal.
In this situation, security at the Secretariat has been strengthened, and the relevant authorities have announced a temporary ban on public entry.
