Misusing freedom fighter quota: UNO faces ACC action

Dhaka, Dec 26 (V7N)-The Anti-Corruption Commission (ACC) has filed a case against Kamal Hossain, currently serving as the upazila nirbahi officer (UNO) of Atrai, Naogaon, for alleged fraud and misuse of the freedom fighter quota to secure government employment.

According to the commission case report, Hossain falsified his identity by listing his paternal uncle, freedom fighter Ahsan Habib, and his aunt, Mosammat Sanowara Khatun, as his parents instead of his biological parents, Abul Kashem and Mosammat Habiya Khatun.


This deception allowed him to claim benefits under the freedom fighter quota, including admission to universities and a coveted position in the administration cadre under the 35th BCS examination

The ACC investigation revealed that while attending school up to grade 8, Hossain listed his biological father, Abul Kashem, as his father in official records.

However, beginning from grade 9, he altered his documents to list his uncle and aunt as his parents.

He continued this misrepresentation in his SSC, HSC, higher education certificates, birth certificates and national ID, systematically fabricating his identity to benefit from the freedom fighter quota.

This manipulation enabled him to secure a position in the administration cadre of the BCS through fraudulent means.

The investigation drew on reports from National Security Intelligence (NSI) and the Ministry of Liberation War Affairs, alongside site visits and document reviews.

The evidence substantiated claims of forgery and deception, leading the ACC to recommend legal action.

The ACC filed the case against Kamal Hossain under Sections 420 (cheating and dishonestly inducing delivery of property), 467 (forgery of valuable security), 468 (forgery for the purpose of cheating) and 471 (using forged documents as genuine) of the Penal Code.

The alleged crimes occurred between 1996 and December 2017, primarily in Sirajnagar, Daulatpur, Kushtia.

Manjurul Islam Mintu, assistant director of the ACC, filed the case following approval from the commission's head office in Dhaka.

Speaking on the matter, an ACC official told Dhaka Tribune: "This case highlights the ACC’s commitment to ensuring justice and safeguarding the integrity of the nation’s quota system."
