New York, Mar 11 (V7N) – A U.S. Border Patrol agent has pleaded guilty in federal court to charges of misconduct involving female detainees. Shane Millan, 53, admitted to instructing several women to expose their breasts during interviews, claiming it was part of a legitimate search for admission into the country.
Millan was charged in August 2024 with four misdemeanor counts of deprivation of rights under color of law. Court records show that he pleaded guilty to two of these charges on Friday at the U.S. District Court for the Northern District of New York.
According to court documents, Millan instructed multiple women to show him their breasts during virtual interviews, under the pretense of conducting a legitimate search. These incidents occurred in August 2023, with Millan using his position to satisfy his personal desires rather than conducting an official search.
Millan faces up to two years in prison and a fine of up to $200,000. His sentencing is scheduled for July 7.
The U.S. Customs and Border Protection (CBP) declined to comment, stating, "As a matter of policy, CBP doesn’t comment on former employees, nor criminal cases that are ongoing."
According to prosecutors, Millan used his government computer to search for Spanish phrases to manipulate the women into exposing themselves. Some of the phrases included requests like:
- "I will also need you to lift your bra, please."
- "Your file says you have tattoos across your chest."
- "To verify, I will need you to lift your shirt, please."
- "Can you lift it higher, please?"
Millan's attorney has not yet commented on the case.
