Dhaka, July 30 (V7N) – BNP Standing Committee member Dr. Abdul Moin Khan stated that only an elected government holds the legitimate authority to implement national reforms. He made the remarks while speaking at a seminar organized by Democracy Days Bangladesh at a hotel in the capital’s Gulshan area on Wednesday.

Addressing the debate over proportional representation (PR), Dr. Moin Khan said, “PR is a complex system. Those advocating for it should first conduct a public survey to determine whether the people actually support moving away from conventional voting methods.”

At the same seminar, Dr. Debapriya Bhattacharya, Honorary Fellow at the Center for Policy Dialogue (CPD), emphasized the need for the interim government to consider its ‘exit strategy’. He urged the future government to reflect on the legitimacy of reforms carried out during the interim period and insisted that reforms should be substantive rather than symbolic.

Journalist and political analyst Masud Kamal echoed skepticism over the timing of the reforms, alleging that the government is using the reform agenda as a tactic to delay elections. While he acknowledged the potential benefits of PR, he stated that “it is not the right time for such a shift” and reaffirmed that the national elections should be held in October.

The seminar highlighted growing concerns from civil society and political stakeholders regarding electoral legitimacy, reform mandates, and democratic accountability.
